How to Use IHCF Website

※ General Rules

1. IHCF complies with the Privacy Regulations under the Act on Promotion of Information and Communications Network Utilization and Information Protection, Etc., the Personal Information Protection Guidelines, and the Administrative and Technical Measures for the Personal Information Protection, established by the Ministry of Science and ICT. In addition, IHCF declares that it will do its best to protect the members' personal information by establishing a Personal Information Protection Policy.


2. IHCF Personal Information Protection Policy may be modified in accordance to the changes made in relevant laws and government guidelines, and changes made in IHCF’s internal policies. If Personal Information Protection Policy of IHCF is modified, modifications shall be posted on the Notification page of our website for at least seven days.



※ Personal Data

IHCF provides a procedure in which our members can click on either the "I agree" or "I disagree" button on the Terms and Conditions. If you have chosen to click on the "I agree" button, IHCF shall deem that as a consent to collection of personal data. In addition, if you click on the "I accept" button, any of the following personal data, except for “password,” will be deemed allowed for disclosure of personal data to subcontractors* for IHCF to perform its services.

1. “Personal Data” includes information pertaining to an individual alive, which contains information identifying a specific person with a name, a resident registration number, or any other form (including information that makes it impracticable to identify a specific person by itself, but that enables to identify such person easily if combined with another information) in accordance with the Act on Promotion of Information and Communication Network Utilization and Information Protection, Etc.


2. IHCF collects and uses members' personal data for user identification, payment, owner identification of services, customized services for individual members, and other additional services. The specific purpose of collection and use of collected personal data are as follows.

- Name, ID, password: Used to confirm identity of an individual using membership services and for owner identification of services
- Email address, phone number: Used to confirm necessary information to manage a domain, disseminate notifications, process claims, secure a means to facilitate communication, and notify members of a new service, or an event
- Bank and credit card information: Payment for the use of paid information and the service


3. IHCF does not entrust the management of members’ personal information.


4. IHCF does not require sensitive personal information, such as race and ethnicity, ideology and creed, place of birth and place of origin, political orientation and criminal records, health status and sexual orientation, that may violate users' basic human rights.


5. IHCF retains members’ personal information “from the moment they join IHCF to the moment they leave.” Membership database of IHCF is configured to delete a member’s personal information as soon as he/she withdraws his/her membership. However, even after the purpose of collection and the purpose of receiving personal information have been fulfilled, a member’s personal information may be retained in accordance with legal provisions if there is a necessity for retaining the information.

※ Disclosure to Third Parties

1. IHCF does not provide members' personal information to other individuals, companies, or institutions without permission, except in the following cases.

- Where the registrant’s information is provided to the domain registrar to register the domain name
- Where personal information is provided for WHOIS service on a domain name
- Where there is a request from a government organization or a government-designated consumer organization on the basis of relevant statutes, such as the Act on Promotion of Information and Communications Network Utilization and Information Protection, Etc.
- Where a dispute resolution body or the court requests the contact information of the domain registrant involved in a dispute
- Where an investigation into a crime is the objective, or where there is a request from a legal organization, such as the Korea Information Safety Commission or the Korea Information Security Agency
- Where a member's information (name, address, or phone number) is used to contact him/her for business purposes
- Where it is necessary for statistical data preparation, promotional materials, academic research, or market research: in other words, where the information is provided in an unidentifiable form for a particular customer.


2. IHCF will seek individual member’s consent when we need to provide affiliates or share with affiliates the personal information of our members so that we can provide more diverse services to our members. IHCF will notify individual members through email who the affiliates are, which personal information is shared or provided to the affiliates, why such information must be shared with the affiliates, and until when and how they will be protected and managed. After notifying the members, IHCF will seek their consent. If members do not consent, no information will be shared or provided to our affiliates.



※ Viewing and Correcting of Personal Information

1. Members can view or correct their personal information at any time. If you want to view or correct your personal information, please log on to the IHCF website and click the "Change Information" button next to the “Logout” button.


2. If you have lost your ID and password, you can check them through the "Find ID/PW" service on our website.


3. All responsibilities pertaining to member ID and password lie with the member. To effectively protect your personal information, you should manage and take responsibility for your member ID and password. If you have leaked your ID and password, IHCF will not be accountable. However, if member ID and password are leaked due to negligence on the part of or intentionally by IHCF, IHCF can be held accountable. We ask users to please close the web browser after accessing our website using your IHCF account. You must log out or shut down your web browser if you share your computer with others or use it in public.



※ Membership Cancellation

Members can cancel their membership whenever they wish. Membership cancellation can be completed on Member Information Management page.



※ Technical Measures to Protect Personal Data

In order to prevent the loss, theft, leakage, altercation, or damage to members' personal information, IHCF has prepared the following technical measures

1. Personal information of each member is protected with a password, and personal data is protected by a separate security function.

2. Password rules are established and implemented so that the members would not use easily-guessed numbers, such as birthdays, resident registration numbers, and phone numbers as their passwords.

3. IHCF uses antivirus programs and malware defense software to prevent damage caused by computer viruses, and updates the software regularly on a daily basis.

4. IHCF uses expensive routers and L3 switch equipment with intrusion prevention and intrusion detection functions to protect personal data stored on our network.

5. IHCF has also built a separate intrusion prevention system (Firewall) for a triple protection of personal information.

6. IHCF encrypts and stores personal data in our Personal Data Protection System. In case we have to send personal information outside of our IT network or store it on PC, we encrypt the data and store it.



※ Collection of Opinions & Complaint Processing

If you have any complaints about the personal data protection by IHCF, please share your thoughts with the person in charge of personal information management. We will take immediate actions upon receiving your complaints and notify you of the result. In the event of an unauthorized personal information leakage or other serious privacy breach, you may apply for grievance or arbitration at the government-run Personal Information Infringement Reporting Center.

※ Establishment and Implementation of Personal Data Management Plan

IHCF will develop a separate data processing management regulation in our Forum Rules and comply with the following

1. Matters pertaining to establishment and management of personal data protection measures, including appointment of a person in charge of personal data management

2. Matters pertaining to educating users of personal data

3. Maintaining a record of access to the personal data processing system and supervising regular monitoring;

4. Printing personal information and protection of personal data when printing

5. Other matters necessary to protect personal data.

※ Membership Application of Minors

1. To protect personal information of minors, IHCF requires the consent of a legal representative (parent) when children under the age of 14 applies for membership. IHCF retains the right to arbitrarily exclude any membership application by children under the age of 14 who have not received parental consent.


2. The legal representative of minors under the age of 14 may request a review, correction, and withdrawal of personal information of the minor under the his or her care, and upon such request, IHCF will take necessary measures without delay.



※ Emailing Advertisements

1. IHCF may send emails to members to inform and notify them of the services provided by the Forum.


2. IHCF may send advertisement to members. In such cases, however, we will include the phrase, “advertisement” so that the members can easily identify the information as advertisement, and we will not send advertisement to the members who have expressed their wish to unsubscribe to such advertisement.
